Ian Patrick & Associates Pty Ltd provides specialist consultancy in program and policy evaluation, development of monitoring and evaluation frameworks, training and mentoring to develop evaluation capacity, and strategy development. We also undertake research and organisational reviews.

Dr. Ian Patrick established the company in 1999 and has provided evaluation consultancy across a range of sectors including human services, public health, education, law and justice, environment, community development, the arts, disaster management, and migration and Indigenous issues.

Our clients are Australian government departments and agencies (at National, State and Local levels), non-government agencies and international development agencies.  We work both in Australia, and internationally – particularly in the Asia-Pacific region.  Our experience crosses 29 countries.  We work on initiatives of varying sizes and levels of complexity, and partner and collaborate with others depending on the evaluation scope and brief. We are able to draw on a network of other consultants, researchers and technical specialists as required.

We are committed to working collaboratively with clients and stakeholders to support organisational and program improvement, and promote learning from evaluation.  Our experience highlights the value of participation to build ownership, understanding and uptake of evaluation findings and recommendations.

Publications & Awards

Ian Patrick and Anne Markiewicz are the authors of 'Developing Monitoring and Evaluation Frameworks' (SAGE, 2015) . This is a practical guide to how to develop monitoring and evaluation frameworks in a participatory, logical, systematic, and integrated way.

The authors draw on their extensive experience in developing monitoring and evaluation frameworks to provide examples of good practice that inform program and organizational learning and decision making while offering tips and guidelines that can be used to address common pitfalls.

In 2012, Ian Patrick & Associates received the Australasian Evaluation Society’s ‘Best Policy and Systems Award’ for the Monitoring and Evaluation Framework for the Mongolia Australian Scholarship Program (MASP).

The judges commended the work “…as an exemplar for the development of a monitoring and evaluation framework”. They noted that the framework “…was extremely professional, applied leading edge practices…and reflected contemporary thinking in development evaluation.”
